>From what I recall it does not specifically state anywhere in the document
the Value List won't have headers.

It does however state "Column Heads for database-originated list entry
source now taken from the database columns" in the document change history.
Section 2.4 also shows the List Entries but provides no example of headings.

The only and difficult to find bit of information which I overlooked last
time that shows headings will apply to List Entries is in the compatibility
section, where it states Headings is No. This does infer headings will exist
for List Entries, but it is not stated that this option could be changed
from No to Yes if the user wanted to for List Entries.

As you can guess I had to read quite carefully to find the above, so I
thought perhaps it should be clearly stated in Section 2.4 in release 0.2 of
the document.
