I have to see Base in the broader context of OOo here. Personally (and
really: *personally*!) I am no big fan of this "Copy MS" paradigm, but
the decision about the overall orientation of a concrete OOo version is
not made by me for Base only, but by others for OOo as a whole. (No, I
don't really want to start a discussion here about who decides this, and
the role some companies do or don't play here.)

For OOo 2.0, the decision was that MSO interoperability is *the* major
goal, and this is what Base adhered to. No single applicatiobn (neither
Base, nor Writer, nor Calc, nor Impress, no Draw) can decide to not
follow this overall direction.

Still this doesn't mean that we "just copy", I also agree that combining
the best things from different worlds should be the way to go (and
sometimes we do), but given the limited resources and the main
priorities, this is not always easy.
