like others explained already your administrator/webhost its most likely concerned about the fact that they have to enable *any* remote connection at all. SSL, VPN, SSH tunnels and firewalls are the usual measures to secure the connection.
Just to add to the previous comments, I have seen written elsewhere that it is possible to set up a SSH tunnel with portforwarding so that OOo then sees the mysql connection as a local one.
As to the OP's motivations for having such a setup, it is very useful, when one is trying to create forms that will run from a remote file server, to be able to connect from OOo to a remote mysql server via a secure connection. Unfortunately, this is not, as I understand it, supported in OOo without portforwarding magic (and I haven't tried it so don't quote me as saying it works).
