http://specs.openoffice.org/installation/index.html lists the specification "OpenOffice.org Base as optional Module" specification, where the expected behavior is described. You might file issues - after all, removing modules is a valid scenarios, and works for the other apps, so it should for Base, too. Though, there are open issues around the "Base as optional module". For instance, there might be different opinions whether, when you removed Base, you should be able to *access* databases. When you just remove the Base UI, you probably would be surprised if you couldn't do mail merges anymore. Since mail merges are impossible without at least Base's core functionality, removing it is not feasible. But there are more cases, much more on the edge like mail merges, which would need to be defined. That said, I think we have neither have the resources nor the urgent need to address this topic in the near future, but nonetheless: Filing issues helps fixing *all* related problems once it eventually *is* addressed.
