The implementation would be JVM specific and it would require that we
actually have a separate launching to launch Felix in a separate process

It would not be too difficult for somebody else to provide a
launcher/wrapper that does this. Maybe that's a path towards being
able to update the framework too.
Yes, it could be used for that too. I agree, but I am still doubtful it
is something I will implement.
