Yes, the ignore patterns are only checked against new (ie. not-yet-known) 
entries.
And yes, you'll see mtime changes on /tmp.

If you do this, the easiest way is "fsvs unversion".

Yes, that's right.

I've got a point on my TODO: using some special property on a directory to 
ignore mtime
changes, which is exactly what you'd need here.


Do you use FSVS as a backup system?
- Then you might unversion /tmp, because in the rare case of recovery you'll 
see the
missing directory soon.

Are you using it for deployment of many machines?
- Then just keep it, and ignore the mtime changes for now.
