Hi :) A lot of times it's just because they are ignorant about alternatives. It's quite possible that the web-designer was not allowed to "write something sensible" they were probably told exactly what to write. The decision-makers that decided what was to be written probably don't know any of the differences between a file-browser, web-browser, Word, IE or Ram.
