Hello, I do the same with the help in French. I install the helppack_en-US and helppack_fr and everything works well. Do remember that even if you have the offline help installed, the help is still displayed using your default browser. Did you have a look at the URL of the help? In my environment (Fedora 42), if I open the LibreOffice Help from Writer, this is the URL of the page that gets called:
