I had hoped that someone from the Document Foundation would have
answered as opening the help window does not add a process to those
running, meaning that it is handled within LibreOffice not a browser or
external html editor, and should not be OS dependent.

Looking at the available commands for the menus tab in
Tools>Customization (personalization in Spanish), the tool tip for help
shows (translating from my Spanish interface):

  Label: LibreOffice Help
  Command: uno.HelpIndex
  Popup description: LibreOffice Help

So help here apparently depends on having the LO pyuno package
installed.

What pops up for help on my system is a dual pane window with the index
to the left (with ability to search) and help text on the right. Above
the index of help items is a box to specify the LO component for which
one is seeking help.

While I doubt it's worth much, I have both Firefox (default) and
Vivaldi installed.
