Specifically, the sun blueprints would give you a few good overview of
what is needed:

- "Sun Grid Engine, Enterprise Edition -- Configuration Use Cases and
Guidelines"
- "Scheduler Policies for Job Prioritization in the N1 Grid Engine 6 System"

Also, don't let the words "Enterprise Edition" scare you, the open
source Grid Engine forks (Open Grid Scheduler, Son of Grid Engine, and
Univa Grid Engine) you download has the same functionality, and of
course if you are using Sun Grid Engine or Oracle grid Engine, it
would give you the same feature sets documented in the HOWTOs &
blueprints.

As for time based resource limits, look at the calender queue feature:
