If reservation ("max_reservation" in the scheduler setup) is turned on and the 
jobs request s_rt/h_rt (or stay with the default duration): yes.

But as you mentioned changing the resources based on day and hour: this can 
only be done on a queue instance level with calendars. It's not possible to 
change e.g. the amount of licenses on a global level by a calendar.
