besides using a calendar for certain queues as Rayson mentions, another
approach is to load two different RQS settings by a cronjob. The settings needs
to be prepared in two files and these can be loaded by:
$ qconf -Mrqs foobar1 joblimits
$ qconf -Mrqs foobar2 joblimits
which you can put in two cron entries. Here foobar{1,2} are two prepared files
and "joblimits" is the name of the RQS you want to adjust.
