I've been working on one at
https://github.com/stephenwilley/sge4vfx/wiki but at the moment it's
quite tailored to visual effects work.
It's very much a v1 and has a lot of architectural flaws that I'd like
to get rid of in a v2 some of which are listed below but we've push
about 100,000 jobs through it so far with a pretty good deal of
success.
qmon and xml-qstat just aren't friendly enough for us to present our
artists with.

Not sure exactly what you're looking for, but our setup only allows
the viewing and modification of existing jobs.  You have to submit
jobs either through the command line or application plugins.

How it works now:
qsub is wrapped and puts information into a pgsql db that's read to
provide the web interface.  The prolog and epilog scripts are used to
keep that info up to date.  Occasionally something gets out of sync
and qmon is used by our wranglers to check it/correct it/report the
inconsistency.

How I'd like it to work in a v2:
I'd like to reduce reliance on the DB to only finished tasks as
maintaining coherency between SGE and the DB is where all the issues
are.  Ideally I'd just use the DB for finished tasks, or maybe just
use arco (I'm not familiar enough with it to know if it can provide
what I need) and merge that info with live qstat data to provide all
the running/pending info thus removed lots of places where the DB
updates can go wrong.
