The target for the -hold_jid is a standard job and is assigned a priority.  The 
subsequent (second, third, etc,) jobs submitted with the -hold_jid option 
receive no (0.00000) priority, I would like these jobs to receive their own 
non-zero priorities but still be started sequentially.

I'm not quite clear what you want to achieve. You have three jobs - one running 
and a second waiting for the end of that job. And then a third job which is 
waiting for the completion of the second job. For this third job you want an 
increased priority?
