Provider issue. Basically they are selling you transit. But note that as long as you only have 1 path back you don't have anything resembling multihoming unless you are using SCTP. When your downstream fails your IP is broken. Note that some smart ISP's simply DROP/REJECT anything not sourced from the IP space given out to the client. IMHO ISP's should do this to, unless negotiated with the client. Some clients could argue that they want to 'multihome' this way. The problem resulting from this could be spoofed packets and other attacks. "just send some random UDP with random source" Trace that... But hopefully most ISP's realize that that is something that should never be possible and otherwise IMHO they should be beaten with a cluestick.
