No. This is the well known ingress filtering issue, see:

It's a client-provider issue that can be negotiated and it is generally admitted that 
unless the client is a somehow large organization with an internal network staff that 
the provider trusts the provider will indeed perform ingress filtering on customer 
links allowing only the source addresses assigned to that one customer.
