imho isp's should be doing exactly what they do with IPv4, and that is to
run uRPF which would prevent a customer from sending a packet which
doesn't have a route back to that same interface i.e. if I don't route the
block to you, I won't accept traffic from you with that source address.

IPv6 uRPF is available in newish cisco IOS
