I guess you mean OTA provisioning? Or OTA download? Or the OTA interface of the GSM network?
First two cases, there not a single OTA spec, but several (Nokia/Ericsson, Openwave, OMA... for the first case, Nokia Smart Messaging, Download Fun, EMS, MMS, OMA... for the second). The last case is of course defined in the GSM specs.
I am particularly interested in updating the PLMN.
What do you mean by "updating the PLMN"? You want to change the network the phone uses? This is not a phone decision (or rather, not only), but mainly a decision by the network to let the phone use it or not. This is quite obvious since there is billing involved.
If what you are looking for is something else, please be more specific...
