Hi Mike/Jacques,
If you want to change the PLMN, you basically have to make changes in the PLMN
Selector file present on the sim and then by giving refresh command to the handset. I
think this would require some STK programming. Anyways you can download the following
documents from www.etsi.org.
1. GSM 03.48 for OTA specs
2. GSM 23.122 for PLMN Selection
3. GSM 03.19 Javacard SIM API

GSM specs are available on the ETSI web site (www.etsi.org), as well as on
the 3GPP website (www.3gpp.org). However, I don't think there is a standard
to configure the phones to prefer a network over another one when roaming,
but I might be wrong. If you want to be sure only a specific network is
used, you have to reject requests from other networks on your HLR...
