GSM specs are available on the ETSI web site (www.etsi.org), as well as on the 3GPP website (www.3gpp.org). However, I don't think there is a standard to configure the phones to prefer a network over another one when roaming, but I might be wrong. If you want to be sure only a specific network is used, you have to reject requests from other networks on your HLR...
