1) yes, kannel can handle the load with no problem (Intel Xeon 2,6MHz), the question is if you will after kannel has done it's part :)

I can confirm this from several installations. We had throughput rates of up to 5000 sms/sec. on "normal" 2x CPU production machines.

The "bigger problem" on this is the bandwith of the SMSC pushing the stream towards Kannel. And, as Stelios pointed out, the impact on the HTTP server that does the application part.

2) for which country are you going to run the voting? i ask you this because in the past couple of year we where doing this for Greece and that is why i can assure you that kannel is capable of handling this kind of traffic :)
