Yep kannel can handle the MT traffic for sure
we run kannel on HP DL-380 dual Xeons, the bios makes them 4 .. :)

piece of advice: do not hesitate to set up load balancing fot the HTTP requests.
We run postgresql set up for 1000 concurent connections, but the Apache cource 
needs to
patched for the BIG concurent connections ... 

so the best solution is you set up several services, each of them call 
different apache instance .. 
even different apache on different boxes

i serve the eurovision voting contest the last three years .. 
so one more advice based on my bad experience

make sure the SMSC has set the right time .. 
just let them ntpdate ntp.nasa.gov or similar time host


two years before one of the operators SMSC was like 15 minutes ahead , 
so almost the half of the traffic has been sonsiderer non real. :)
