Technically, You are right actually.
A few minutes and you are ready for your service.
Economically...are you sure that using a sim card in a GSM modem is
cheaper than a sms aggregator? In Italy with a thousand sms a week I
think it won't.
you can use kannel actually, together with an sms aggregator unless it
use non standard protocols to connect with.
