I agree with Nikos, first make sure that you can communicate with the modem over minicom and then try to use it from Kannel.
I would only add to check dmesg. It usually provides handy information about the detection process. If there's no setting for this modem, you'll surely need to tweak the CNMI string used to initialize the modem.
