What you describe is not possible. It is not even a kannel issue. PPG is
sent as a binary SMS. It follows the same route as regular SMS. From
bearerbox it is delivered to an SMSc and from there to the mobile. Therefore
the SMSc is responsible for delivering the content to the mobile. This
happens according to the SMS spec and is not configurable.
