This only occurs in the case where MO has not been delivered to bearerbox. If
MO arrives to bb the response time is fast within 5-10 seconds. 

I will collect logs from the different scenarios.

I will test with a phone that has delivery confirmation feature available. 
How do I conduct the routing test?
