CMEE command just ask for verbose errors from modem. About the errors; here is a list with their meaning...
http://www.smssolutions.net/tutorials/gsm/gsmerrorcodes/ .. not much inidcations on what/how solve but can give you an idea 513 means "Unable to store"... so is your sim and/or device stores free? there might be stuck messages in your modem.
