You can program them from an iPhone/Android with the right program, I 
installed it once and used it.
I forget the name of the app.
I found it more cumbersome than using something like Chirp.
You have to create an account to have full functionality of the app, but I 
entered channels manually without an account.
That particular app of course connects via bluetooth.
You can also use the BT to clone one to another H3.
