You can control it from each setting. Most settings are checked for sender and recipient. So if sender allows PDF OTP *and* recipient allows PDF OTP, then OTP will be used. Using the and instead of or provides the most flexibility. The easiest way to configure certain settings is to enable the gloabal settings and then fine tune for individual recipients/senders.
