Are you sure systemd-oomd is running?
Regardless, if you have too much running for the amount or RAM you have, it's going to get slow. The only benefit of oomd is that it should kill one of the big applications before the machine starts thrashing too much. I'm not sure how oomd works if you have significant disk swap.
