I know this is a couple of months late, but it just occurred to me that
in addition to making sure your udev rules and ifcfg config file match
the MAC address you may need to set the MAC address of the NIC manually
due to uboot bugs. I had to do similar for my QNAP server.

Specifically, you may want something like this:
# cat /etc/sysconfig/modules/eth.modules
#!/bin/bash
/sbin/ip link set dev eth0 address 00:11:22:33:44:55
/sbin/ip link set dev eth1 address 00:11:22:33:44:56
Obviously, replace the address there with whatever is correct for your
device.
It's not a proper fix, but it's a reasonable workaround.
