I guess it's up to Ralph to decide whether this makes sense or not. I didn't have a look at the package code so I have no clue how complicated is maintain some additional code to support RHEL4 in this case. Also I am not quite sure what you are referring to as a public versioning system. RPMForge's svn is wide open. I would be quite surprised if ELRepo doesn't.
