try to directly write your bitmap without plotting in a figure:

Do you have a huge scaling factor between x and y?
Like mean(y)<mean(x)*10^-4 ?
If it is the case, try plot(x,y*10^4) (replacing 10^4 be the
inverse
of the y/x ratio).
There use to be a bug that produces this slant, but it is
corrected
now: see http://bugzilla.scilab.org/show_bug.cgi?id=11399 .

there is nothing wrong with the plot, only with the exported
file!
And even that is OK when exported from Windows 7.

Now, from the figure menu: File > Export to ... > PNG (or any
other)
File > Vectorial export ... works OK.
