I think it depends on whether the plugin will run without downloading those
JARs. If so, no problem. If not, add it to the maven plugins project at
sourceforge.

This is just my opinion - I don't know for certain about a policy of adding
it when no download is required.

In the long run, I think very few plugins will actually be distributed with
maven, and instead be downloadable from the maven site (when under the
Apache license), and the other Jars can then be dealt with independantly.
There are issues in JIRA about plugin dependencies and downloading that you
might like to look through (don't have the numbers, you'll have to search
sorry).
