This works for our project and the same properties work for all developers

maven.junit.fork=true

# we need to make the DLL available on the PATH
# we need to tack a bogus path on to the end here
# as there seems to be a maven bug that mucks up the properties otherwise
maven.junit.sysproperties=java.library.path=${maven.repo.local}/${pom.artifa
ctDirectory}/native${path.separator}${basedir}/bogus 

I have a post goal of jar:install that copies the DLL to
${pom.artifactDirectory}/native

No java code needs to be changed; you could of course but the DLL into any
other place
