What "maven pom files are declarative" means in English is that the pom file contains facts about your project, "nouns".
If your pom files contain "verbs", then you're doing it wrong. The "verbs", or "what maven knows how to do", should be embedded within plugins, not shoehorned into the pom file.
For examples of maven used correctly, download some of the maven plugin projects and see the way they're put together.
