I would hope that this isn't something that people are needing to do very often. So the fact that it is id-based rather than url-based and that it can only be done in settings.xml vs some other way should hopefully not be too much of a burden. Generally people are pointed to Maven Repo Managers like Nexus to solve this class of problem. But you specifically stated that was not an option, so I didn't suggest it.
