Therein lies many rubs: 1) Most companies do not want their sekrit sauce floating around someone else's servers 2) A major benefit of a repo manager is improving performance for colocated teams. Doesn't happen over a WAN. 3) "Cheap" doesn't leave a lot of incentive to build and staff a highly secure and available solution.
