Er, it's in the super POM.  Go ahead and include the assembly plugin in a
sample project, for example, with no configuration, and type: mvn
help:effective-pom.  You'll see that the super POM supplies a configuration
that makes the assembly plugin use "project" as one of its descriptorRefs. 
I can't find a way to override this.
