If you'/re starting from scratch with no knowledge of Tiles, I'd recommend starting with Facelets or Clay. I have no experience with either, but, as has been pointed out already, they are "native" JSF technologies, whereas Tiles was conceived in a world without JSF and the integration can be problematic. If you like Tiles I'd ask you to check out the Standalone version that is currently in the sandbox. A (mostly) working version is available and I am trying to push forward with it. By the end of that process it will be much easier to use Tiles with JSF, although still probably not seamless. Stay tuned.
