Are you sure this is an error with the ResourceServlet and not something else?
Typing in this URL (http://actor.epa.gov/actor/jsLibs/Common1_2_14.js) i.e. without adf/ yields the same result. Omitting adf/ means it won't invoke the defined ResourceServlet right? It's also interesting that ACT and R have come back as capitals but not o. Is it not some tomcat issue? I have a JavaServer Faces web application which uses MyFaces 1.2.10, Trinidad 1.2.14 and runs inside of Tomcat 6. The application will work fine for several weeks and then several JSF components will quit working. In fact, all requests for adf/* resources quit working.
