Are you sure this is an error with the ResourceServlet and not something else?
Typing in this URL (http://actor.epa.gov/actor/jsLibs/Common1_2_14.js) i.e. without adf/ yields the same result. Omitting adf/ means it won't invoke the defined ResourceServlet right? It's also interesting that ACT and R have come back as capitals but not o. Is it not some tomcat issue? I have a JavaServer Faces web application which uses MyFaces 1.2.10, Trinidad 1.2.14 and runs inside of Tomcat 6. In fact, all requests for adf/* resources quit working.
