Paul, thanks for the help. To be more accurate, when a failure occurs http://actor.epa.gov/actor/adf/jsLibs/Common1_2_14.js causes a 404 Error. The "Sorry, the requested ACToR resource was not found on this server." response is from the default 404 error page.
