I believe you can go to 2.1.0 from 1.27 (or 1.28).
So you only need to go 1.25 -> 1.27 -> 2.1.0

Hello,
We have Nifi 1.25 and we want to upgrade it to Nifi 2.1.0.
I investigated the release notes and migration guides and it seemed to
me that this involves multiple steps:
Nifi 1.25 to 1.27 to 2.0.0 to 2.1.0
as it mentioned in the docs that 2.0.0 requires 1.27 prior to migration.
Is this the correct approach ?
