The dev list is essentially English only, and all of the project development is in English, although there are dev-de@ (German) and progetti-it (Italian) lists. However, all project business is on dev@ with the exception of what must be on private@ and security@.
For the users lists, there is the generic users@ oo.a.o and there are also users-de@ (German again), users-fr@ (French), and utenti-it@ (Italian). There are also general-es@ (Spanish), general-ja@ (Japanese), and geral-ptbr@ (Brazilian Portuguese). You can find those lists and look at their archives by scrolling down <http://mail-archives.apache.org/mod_mbox/> until you find "openoffice.apache.org lists" alphabetically down the middle column. Even when there is a list dedicated for those who communicate best in another language, non-English requests come to dev@ and user@ as you have seen. If there is a better list, someone who knows that language will usually reply with that explanation. There may also be a response in the reply, possibly with an English summary so the English-proficient readers can tell what is going on. We have no way to know how people find these lists and what they are expecting. You see how difficult the arrangements are for many English-speaking casual users of OpenOffice. When non-native users come here and to dev@, dealing with English and understanding it correctly can be very challenging. One should respect their effort, whatever language used.
