The WHOIS only provides the registration for the base domain name, in this case openoffice.org.
This is about who has the domain-name lease, not where the content is or how it is hosted. In this particular case, templates.openoffice.org, a subdomain, forwards to a location on SourceForge. The WHOIS tell you nothing about subdomains. They are not registered. Also, Apache Infrastructure is not about management of content, but providing the basic service. In this case, the www.apache.org web site and also the subdomain setup. But the content is either under control of the Apache OpenOffice project or, when forwarded to a different organization, under some sort of mutual operation. Templates and Extensions are in the second category.
