Alan, Your guidance sort of works for me (OO 4.1.7 on Mac OS 10.12.6). If I do not have any document open, the menu selection *File > From Template...* works as expected. But if I have any document open (Writer or Calc), the selection *File > New > Templates and Documents* does nothing—the *Templates and Documents* dialog does *not* open as claimed in the documentation.
I can't resist mentioning that it's not obvious that one should look at documentation for version 3.3 when using version 4.1. Also, it's "interesting" that the *What's New* section of the documentation page <https://wiki.openoffice.org/wiki/Documentation> contains only two items from 2013. (Yes, I know it's a volunteer organization.)
