I think in this case, Java is needed to run the wizard.

Since you can run the programs you have installed them correctly.

From your message header you seem to be using some flavour of MS
Windows. In which case you can download the latest version of Java Run
Time Environment from:

http://dlc.sun.com/jdk/jre-1_5_0_01-windows-i586-p.exe
