Having a calc wiindow open might not guarantee that a CSV file will be opened in Calc. I have found that the CSV files created by the Mail Merge Wizard will NEVER get opened this way by Calc. That because they are malformed Unicode files. (There is an issue logged for this). So it may be that the CSV file in question here has a similar problem.
