I'm using the OOo 2.0 beta, so if you're using 1.1.4, this may not work for you. Sorry :-(
Have a look at Tools -> Outline Numbering. Select a heading style which should contain each level of chapter/section numbering you want, and a numbering style. That should get you chapter and section numbering in your headings.
I did a quick test in a doc, and this seems to be the way to get the current section (eg. 2.3.5) in your header or footer (you'll need Outline Numbering set up for this to work):
1. Place cursor where you want the section number in the header/footer 2. Click on Insert -> Fields -> Other 3. Click on the Document tab 4. Select Chapter from the Type list 5. Select a format (Chapter number) 6. Select a level of numbering to go down to from the Layer box 7. Click on Insert

Still haven't found a solution as to get current sectionnumber and integrate it in a page numbering...
No one here tried that? Or at least know how to access section numbers?
