I know this sounds stupid but, did you unzip the folder before trying to 
install the program? I didn't unzip it and got an error when I first 
installed OOo. If you did unzip it, you might have to redownload the 
program as it sounds like a file is missing or damaged. But I am a OOo 
novice so I could be wrong.

But that sounds like the error that WIndows throws up when it cannot 
find a file or access a file due to user rights settings or read only 
settings.
